        OPINION

        On writ of certiorari to the United States Court of Appeals for the Eighth Circuit.  The petition for writ of certiorari is granted limited to Question i presented by the petition.  The judgment is vacated and the case is remanded to the [107 S.Ct. 1969] United States Court of Appeals for the Eighth Circuit for further consideration in light of the position presently asserted by the Solicitor General in his brief filed April 13, 1987.  In all other respects the petition for writ of certiorari is denied.

        Opinion on remand, 828 F.2d 2.
