Because petitioners have failed to submit the filing fee, it is

ORDERED that this case is dismissed for lack of jurisdiction. It is further

ORDERED that the Court's Order to Show Cause, served April 26, 2022, is discharged as moot.

The parties' Proposed Stipulated Decision, filed February 7, 2022, will be given no effect.
