Disposition: Leave to appeal is considered and, pursuant to MCR 7.302(F)(1), in lieu of granting leave to appeal, we REMAND this case to the Court of Appeals for reconsideration in light of Horace v. City of Pontiac, 456 Mich. 744, 575 N.W.2d 762 (1998).

We further order that the case be consolidated with the cases of Cox v. University of Michigan, --- Mich. ----, 587 N.W.2d 283 (1998) and Fane v. Detroit Library Com'n, --- Mich. ----, 590 N.W.2d 65 (1999), for purposes of filing briefs and appendices on appeal and presenting oral arguments.
