Disposition: Leave to appeal is considered, and, pursuant to MCR 7.302(F)(1), in lieu of granting leave to appeal, we VACATE the Court of Appeals order of dismissal dated June 7, 1995, and REMAND the case to the Court of Appeals for consideration as an appeal of right. The order of the Michigan Public Service Commission appealed from constituted an order fixing regulations or practices within the meaning of M.C.L. § 462.26; M.S.A. § 22.45.
