Certiorari by the Electric Company of Missouri against John M. Atkinson, to review an order of the Public. Service Commission, granting a certificate of public convenience and necessity to the Western Power & Light Company. From a judgment of the circuit court affirming the order of the Service Commission, the Electric Company of Missouri appeals. Affirmed.
