On order of the Court, the application for leave to appeal is considered, and it is DENIED, because we are not persuaded that the questions presented should be reviewed by this Court.

Brickley and Boyle, JJ., would grant leave to consider (1) whether a finding of neglect under Sec. 19a(e) of the Juvenile Code requires the element of culpability, and (2) whether there was clear and convincing evidence of an inability to properly parent due to mental illness or mental deficiency for a period in excess of two years under Sec. 19a(c), and (3) whether, if so, termination was permissible.
