Action by the City of St. Louis against the Public Service Commission and another. Judgment for plaintiff, and defendants appeal. Reversed and remanded.

This case involves the same facts, and presents the same legal propositions, that were involved in the case of City of St. Louis v. Public Service Commission, 207 S. W. 799, decided at the present sitting of this court. The rulings in that case are controlling in this one.
For the reasons therein stated, the judgment of the circuit court in this case will also be reversed, and the cause remanded.
